Kevin Smith currently serves as the Counselor for Agricultural Affairs in San Jose, Costa Rica, and covers Panama and Nicaragua as well. As Foreign Agricultural Service (FAS) representative, he is responsible for promoting U.S. agricultural trade in the region and addressing food security concerns.

Mrs. Ramirez began with the USDA Foreign Agricultural Service in 1993.  The Agricultural Marketing Section promotes exports from the U.S. to Costa Rica through different programs as trade missions, food trade shows, and reverse buying missions.  This office also handles the Cochran Program which provides training and exchanges knowledge in different areas of interest between technical experts in Costa Rica and the United States.

Born in Lima, Peru and raised in Costa Rica, Cynthia Smith-Palliser has been working at FAS San José since 2000.  As the Marketing Assistant, she is responsible for the full range of administrative tasks and projects that relate to the agricultural marketing programs, market intelligence functions, and commodity and market analysis conducted by the Office of the Agricultural Counselor (OAC) in the U.S. Embassy San José.  Under the supervision of the Agricultural Counselor and as the direct assistant to the Agricultural Marketing Specialist, Cynthia provides budget support, assists in organizing and implementing marketing activities, and helps gather key information used in conducting market analysis and planning.


Rosie Murillo

Rosie Murillo has been serving as the Administrative Assistant to the Regional Office of Agricultural Affairs in San José, Costa Rica since January 2002.  She previously worked for Intel Corporation in Costa Rica for two years and for the U.S. Agency for International Development (USAID) Mission to Costa Rica for18 yrs. 

 


Victor Gonzalez

Victor Gonzalez has worked for FAS since 1989.  As the Agricultural Specialist, he prepares reports on agricultural commodities and the agricultural situation of Costa Rica in general.  He is also responsible for trade policy issues including import regulations, sanitary and phytosanitary issues, and technical regulations.
