The Embassy of the United States of America has a
requirement for a firm to execute the English Language Program at the Chancery
Building. This service is estimated
to be less than $18,000 annually and needs to be completed by December 2010, in
the district of Rohrmoser, Pavas, San José.
The English Language Program solicitation involves the following:

Provide the students the knowledge and linguistic
abilities in the English Language required for a good and effective
communication, both oral and written; combining reading comprehension
practices and audio-visual activities.

A Needs Assessment Report for students, in order to
appropriately design the courses.

Placement tests on site for students.

Placement test for applicants who are applying for
employment.

All courses should be given at the Chancery Building.

Instructors should be native English speakers in order
to offer students the advantage of having a person with the correct accent,
properly trained and with the profile required by the Embassy and according
to its needs

Monthly reports in order for the Embassy to know the
progress of each student.\

Follow
up of the courses throughout monthly classes observations and also with
opinion polls directed to the students.

Participation certificate at finishing each level.

All associated cost for the services provided should be included in
the hourly rate.

firms that respond to the solicitation must be technically qualified and
financially responsible to perform the program.
At a minimum, each offeror must meet the following requirements when
submitting their proposal:
- Have an established business with a permanent address and telephone listing;
- Have the necessary personnel, equipment and financial resources available to perform the program;
- Have all licenses and permits required by local law;
- Meet all local insurance requirements;
- Have no adverse criminal record;
- Have no political or business affiliation which could be considered contrary to the interests of the United States;
- Have good experience and past performance records; and,
